The School Operations division, led by Deputy Director of School Performance; Barbara Zeile, of The Governor John Engler Center for Charter Schools (the Center) fulfills the University's core functions as an authorizer in overseeing and supporting schools. School Operations consists of four offices: Academic Performance and Accountability, Fiscal Performance and Accountability, Charter Accountability, and Field Operations. Together, the units work to evaluate and monitor that the school's academic program is successful, the school's organization is viable, and the school is demonstrating good faith in following the terms of its charter and applicable law. The School Operations division works to ensure that each school has the necessary support in preparing students for college, work and life.
Ms. Bradley is responsible for working closely with, and ensuring coordination among the four offices in the School Operations division - Academic Performance & Accountability, Fiscal Performance & Accountability, Charter Accountability and Field Operations. Mary works closely with Deputy Director of School Performance, Barbara Zeile, and also with members of the School and Field Operations teams, who meet regularly with individual schools to provide expertise and resources for improvement. Mary spent five years as both a special education and general education teacher and has experience in the areas of estate planning and healthcare law. She earned her Juris Doctor degree from the Thomas M. Cooley Law School, and she also holds a bachelor of science in education from Central Michigan University.
Ms. Green-Davis serves as a Special Advisor to the Deputy Director for School Operations, Barbara Zeile, on matters relevant to school administration, program evaluation and best practices. She also lends additional support to the Field Operations team, meeting regularly with individual schools to provide consultation, guidance on school operations challenges and resources to facilitate improvement. Eylastine brings a wealth of knowledge and experience to the School Operations division. Before joining the Center in 2011, she spent six years as Superintendent of the Detroit Service Learning Academy, which was named a Michigan "School of Excellence" during her tenure. She also spent 14 years as a teacher and 11 years as a school administrator in Flint earlier in her career. She holds a bachelor's degree in education and a master's degree in social work from the University of Michigan.
Mr. Winkler provides administrative support to the Deputy Director of School Performance for School Operations. In this capacity, he coordinates various processes and communications for the four School Operations offices; Academic Performance & Accountability, Fiscal Performance & Accountability, Charter Accountability and Field Operations. Working closely with the Deputy Director and the Associate Director for School Operations, Joe provides support services that allow all members of the School Operations team to more effectively support, oversee and evaluate schools in their respective roles. Before joining the Center in 2011, Joe worked for Consumers Energy as a customer service representative, where he provided front-line customer service. He holds a bachelor's degree in music from Central Michigan University and is currently pursuing a master's degree in general administration from CMU.
